Each manuscript is normally evaluated by at least two independent reviewers with expertise in the relevant research area.

Reviewers are selected by the Editorial Office and Editors based on their subject expertise, research experience, and absence of conflicts of interest.

Manuscripts are evaluated based on originality, technical quality, scientific significance, ethical compliance, and relevance to the journal's scope. Papers must also satisfy the reviewers' and editors' recommendations.

Most manuscripts require one or two rounds of revision before a final editorial decision is made. Additional review rounds may be requested if necessary.

Authors can monitor the progress of their submission through the UTJ online submission system. The corresponding author will also receive email notifications at each stage of the review process.

The initial peer-review process generally takes 6–8 weeks, depending on reviewer availability and the quality of the submission.

Currently, UTJ does not offer a fast-track review or publication service. All manuscripts undergo the same fair and rigorous editorial process.

Once all final files and publication requirements are completed, accepted articles are prepared for online publication as soon as possible according to the journal's publication schedule.

After acceptance, the manuscript proceeds to copyediting, formatting, proofreading, and final production before online publication. Authors will be informed throughout the publication process.

Yes. Once a manuscript is accepted for publication in UTJ, it is intended for publication exclusively in UTJ and should not be submitted to another journal.

No. Simultaneous or duplicate publication of the same accepted manuscript in another journal is not permitted under standard publication ethics.

Yes. Authors may request withdrawal before the peer-review process is completed by contacting the Editorial Office with a valid reason.

UTJ states that it publishes two issues per year: the first issue in January and the second issue in July.

The current Author Guidelines list regular research articles, topical reviews, theory papers, surveys, perspectives, applied research, negative results, methods papers, comments, and replies as manuscript types that may be considered for peer review.

The current Author Guidelines ask for manuscripts in English, normally 4 to 20 pages, using the UTJ format and IEEE reference style. They also state a title limit of 10 words, an abstract limit of 200 words, and normally at least 25 references, with approximately 10–20% from recent papers. Authors should always verify the live guidelines before submission.

The live submission checklist accepts Microsoft Word or RTF document files. Authors should use the journal template and check the live submission page because technical requirements can change.

The current Author Guidelines request the names, full contact details, and email addresses of three potential reviewers with expertise in the manuscript's subject area. Reviewer selection remains an editorial decision.
